1.Its just a little fun thing you can do by editing a template. You can find the template by searching for "ID card template", the keyword being "template".
2.Go to your page and press the "Submit Art" button in the upper right hand corner.
3.You don't need to worry about that. DeviantART takes care of stuff like that for you. This place is free of those type of people anyway.
